Locations
The IELRB has offices in Chicago and Springfield, which are open from 8:30 a.m. to 5:00 p.m., Monday through Friday. The IELRB is closed on Saturday and Sunday, as well as all state holidays.
Charges, petitions and other documents may be filed in either office by email (to ELRB.Mail@illinois.gov), mail, in-person, or telefax (see Rules, Section 1100.20).

Executive Staff Bios
Jeffrey W. Crabtree
Jeffrey W. Crabtree serves as the Executive Director of the Illinois Educational Labor Relations Board (IELRB), assuming the role on April 16, 2026. Before joining IELRB, Crabtree served as Deputy Executive Director at the Illinois Commerce Commission (ICC). He previously held the position of Labor Relations Manager at the Illinois Department of Employment Security (IDES) and spent over ten years with the International Brotherhood of Teamsters, where he held multiple positions including Government Affairs Director and Business Agent. Crabtree earned a Bachelor of Political Science and a Master of Public Administration from the University of Illinois, and he holds a Juris Doctorate from St. Louis University School of Law.
Ellen M. Strizak
Ellen Maureen Strizak is the General Counsel of the Illinois Educational Labor Relations Board. She began working for the Illinois Educational Labor Relations as a Board Writer in 2002. Ms. Strizak was Staff Counsel for the Illinois Labor Relations Board from 2006 until 2010. She returned to the Illinois Educational Labor Relations Board in 2010 as Associate General Counsel and became General Counsel in 2019. Ms. Strizak received her B.A. in Psychology from the University of Iowa and her J.D. from the John Marshall Law School. Prior to law school, Ms. Strizak organized tenants as an AmeriCorps VISTA volunteer in Austin, Texas.
